Section 1: Definitions and Acceptance of Terms
1.1 Definitions
The following definitions are used in these Terms:
- "WOW Skins", "Company", "we", "us" refers to Cyber Wagon Limited, registered address: Unit 3 Railway Station, Station Street, Portsmouth, PO1 1EH, UK. WOW Skins has no affiliation, endorsement, or sponsorship relationship with Valve Corporation or the Steam platform.
- "You", "User" refers to the individual using the Website
- "Website" refers to the website: www.wowskins.market
- "Services" refers to the services provided by the Company through the Website
- "Game Items" refers to virtual items or skins in Counter-Strike 2 (CS2)
- "Payment Processor" refers to third-party payment service providers we use
1.2 Acceptance of Terms
These Terms of Service (hereinafter "Terms") constitute a legally binding agreement between you and WOW Skins.
By using the Website, you confirm that you have fully read, understood, and irrevocably accept these Terms. If you do not agree with all or any part of these Terms, you must not use the Website and any related Services.

These Terms are binding upon you and become effective when you use the Website.
2.2 Modification of Terms
We reserve the right to change, modify, add, or remove these Terms at any time without separate notice. Your continued use of the Website after modifications indicates acceptance of such modifications. If you do not agree with the modified Terms, you must immediately stop using our Services.
2.3 Service Modification or Suspension
We reserve the right to modify, temporarily or permanently suspend or terminate the Website at our sole discretion, and may disable access to the Website for any reason.
2.4 Eligibility Requirements
By using the Website, you represent, warrant, and guarantee that:
- You have reached the legal age of majority in your jurisdiction of residence (at least 18 years old)
- You are fully capable and legally qualified to use the Website
- You will not violate any other agreements you are party to

Section 3: User Account and Registration
3.1 Account Creation
To properly use the Website, you need to authorize login through your Steam account. You warrant that all information you provide to Steam and WOW Skins is valid, current, complete, and accurate.
3.2 Steam Authorization Login
To use WOW Skins Services:
- You must have a valid Steam account provided by Valve Corporation
- You need to authorize WOW Skins to access your Steam account basic information
- Your Steam account is owned and controlled by Valve Corporation
- WOW Skins has no affiliation, endorsement, or sponsorship relationship with Valve Corporation or the Steam platform
You agree that Steam's terms of service and policies apply to you. Any warranties, rights, obligations, or other contractual relationships related to your Steam account should be consistent with but supplementary to these Terms.
3.3 Account Security Responsibility
You expressly agree to assume full responsibility for:
- Maintaining the security of your Steam account
- All operations performed through your Steam account when accessing WOW Skins
- Preventing unauthorized access to your Steam account
If you discover any unauthorized use of your account, you should immediately notify us and simultaneously notify Steam/Valve. You are responsible for any losses resulting from failure to protect your Steam account.
3.4 Multiple Account Prohibition
The following actions are not permitted:
- Creating accounts on behalf of third parties
- Creating multiple accounts for the same user ("Multiple Accounts")
- Linking existing user accounts to other user accounts
- Multiple persons using one account ("Account Sharing")
3.5 Account Suspension and Termination
We may suspend or terminate your account access without prior notice and without liability to you or any other party in the following circumstances:
- You violate these Terms or any other WOW Skins policies
- We reasonably consider such measures necessary and/or appropriate in specific circumstances
- You have not accessed WOW Skins through your Steam account for 12 consecutive months (account may be suspended)
- You have not accessed WOW Skins through your Steam account for 18 consecutive months and have not requested restoration (account may be permanently terminated)
3.6 Electronic Communications
By using our Services, you agree to receive electronic communications from us (e.g., via email). These communications may include notifications about your account (e.g., transaction confirmations, balance changes, and other important information). We will contact you using the email address you provided when authorizing Steam.
3.7 Fair Use Policy
When we reasonably believe your use of the Services is unfair, including but not limited to exceeding average usage, causing severe network congestion, disruption, or fraudulent behavior, we may suspend or restrict your use of the Services at our sole discretion without prior notice and without liability to you.
3.8 Prohibited Content and Conduct
No user may engage in any shocking, insulting, or offensive conduct toward the community, public morals, or decency, or engage in any other conduct that may damage the reputation of the Website owner, or engage in any conduct that may be reasonably deemed by the Website owner as hate speech or otherwise infringing on the rights of others.
Section 4: Account Balance Rules
4.1 Account Balance
Your WOW Skins account will display an account balance to record your fund status.
4.2 Deposit Rules
We impose minimum deposit amount restrictions, the specific amount will be displayed on the deposit page.
Important Restriction: All funds deposited to your account through Payment Processors are non-withdrawable and can only be used to purchase Game Items on the WOW Skins platform.
Deposits must be made through our third-party Payment Processors. Specific payment methods and available options will be displayed on the payment page.
4.3 Withdrawal Rules
We impose minimum withdrawal amount restrictions, the specific amount will be displayed on the withdrawal page.
Withdrawable Funds: You can only withdraw proceeds from selling Game Items. Deposited funds are non-withdrawable.
Processing Time:
- Standard processing time: 3-7 business days
- Large withdrawals (exceeding $1,000): may require 10 business days or longer
Withdrawals may require completion of identity verification (KYC) procedures.
4.4 Balance Freezing
Transaction Freeze: When you initiate a purchase, the purchase amount will be frozen until the transaction is completed, fails, or is canceled.
7-Day Protection Period Freeze: Due to Steam's 7-day trade hold policy for CS2 items, when a transaction is completed, the seller's sales proceeds will be automatically frozen for 7 days. During these 7 days, the funds cannot be withdrawn or used for purchases. Only after the 7-day protection period ends and the transaction has not been reversed will the funds be unfrozen and available for use.
We may also freeze your balance in the following circumstances:
- Security review or identity verification in progress
- Suspicious activity detected
- Unresolved disputes exist
- Compliance with legal requirements
4.5 Balance Forfeiture
Your account balance may be forfeited in the following circumstances:
- Your account is terminated for violation
- You engage in fraud, money laundering, or other illegal activities
- You seriously or repeatedly violate these Terms
4.6 Nature of Balance
Account balance is not a bank deposit and does not accrue interest. Account balance has no cash value outside the platform and is not transferable to other users.
Section 5: Payment Processing and Fees
5.1 Payment Processors
We use third-party Payment Processors to process payment transactions. Payment Processors are responsible for facilitating your payment transactions.
When you use Payment Processors for transactions:
- You must comply with the Payment Processor's terms of service
- The Payment Processor's privacy policy applies to all payments
- The Payment Processor's refund policy applies to all payments (unless specifically notified otherwise)
5.2 Transaction Fees
Each transaction conducted on the Website has a service fee, with a maximum fee of 10% of the total transaction amount. Applicable fees will be clearly disclosed before the transaction.
- Sellers pay the service fee
- Buyers do not pay transaction fees to us
- Certain payment methods may incur additional fees
- All fees and transaction commissions are non-refundable
5.3 Payment Limits and Verification
We may set daily, monthly, or annual limits on transactions. These limits are based on your account verification status and risk assessment.
We reserve the right to verify and approve any operations and/or transactions you perform when using the Services to ensure compliance with these Terms. Such verification may require you to provide additional personal information to verify your identity.
5.4 Tax Responsibilities
You are responsible for paying any fees, taxes, or other costs related to transactions you conduct, including fees charged by Payment Processors or taxes levied by local customs or other regulatory authorities.
Users selling Game Items are responsible for paying any applicable value-added tax or similar taxes in accordance with applicable law.
Section 6: User Transaction Process
6.1 Marketplace Nature
WOW Skins is a C2C (consumer-to-consumer) marketplace platform connecting players who wish to buy and sell CS2 Game Items. We strictly operate as an intermediary platform and do not participate in the ownership or sale of items.
Important: WOW Skins is not a party to the purchase and sale contract. The purchase and sale contract exists directly between users. We do not own, hold, or trade any Game Items.
6.2 Our Services
- Provide marketplace infrastructure and matching services
- Process payments and withdrawals (through third-party Payment Processors)
- Manage account balance records
- Verify transaction completion status
- Implement 7-day fund protection mechanism
- Provide customer support services
6.3 Seller Listing
As a seller, you can:
- Select CS2 Game Items from your Steam inventory to list
- Set your own sale price
- Items always remain in your Steam inventory; the platform does not hold any items
You must be the genuine owner of the item, and the item must be in your Steam inventory with "tradable" status.
6.4 Buyer Purchase
As a buyer:
- You must first deposit funds to your account through a Payment Processor
- Deposited funds are non-withdrawable and can only be used for purchases
- When initiating a purchase, the purchase amount is deducted from your account balance and frozen
- The Steam system will send a trade offer to the seller
6.5 Transaction Confirmation
Sellers must personally confirm the transaction on Steam. WOW Skins cannot and will not accept any trade offers on behalf of sellers.
If the seller rejects the transaction or fails to confirm within the time limit, the frozen funds will be returned to the buyer's account.
6.6 Transaction Completion
When the seller accepts the transaction on Steam:
- The item is directly transferred to the buyer's Steam inventory through Steam's official trading system
- After we verify the transaction is complete, the transaction amount is transferred from the buyer's account to the seller's account
- The amount received by the seller will be automatically frozen for 7 days (Steam protection period)
6.7 7-Day Protection Period Mechanism
Steam's Policy: Steam implements a 7-day trade hold for CS2 items. Within 7 days after transaction completion, either party can reverse the transaction on Steam. Once reversed, the item automatically returns to the seller's Steam inventory.
Our Protection Measures: To protect both parties, the seller's sales proceeds will be frozen for 7 days. If the transaction is reversed on Steam, the frozen funds will be returned to the buyer's account. Only after the 7-day protection period ends and the transaction has not been reversed will the funds be unfrozen for the seller's use.
6.8 User Responsibility
Users are personally responsible for all terms and conditions of transactions conducted on the Website. WOW Skins is not a party to any agreement or legal relationship between users and assumes no responsibility for users' failure to perform or improper performance of commitments.
Section 7: Anti-Money Laundering and Compliance
7.1 Identity Verification Requirements
WOW Skins operates a comprehensive identity verification program in compliance with international AML/CFT standards. All users must complete identity verification through Veriff, our certified third-party verification partner, before accessing withdrawal services.
Verification Partner:
We have partnered with Veriff, a globally recognized identity verification provider certified under ISO 27001 and SOC 2 Type II standards, ensuring the secure processing and storage of your identity documents.
Data Handling:
Your sensitive identity documents (government-issued IDs, passports) are processed and securely stored by Veriff. WOW Skins does not directly store copies of these documents. We only receive verification results and essential compliance information required for regulatory purposes.
7.2 When Verification is Required
Identity verification is mandatory under the following circumstances:
- Before your first withdrawal - No exceptions. Withdrawals are system-disabled until verification is complete.
- When flagged by our risk assessment system - Based on transaction patterns, amounts, or behavioral indicators.
- For high-value transactions - Deposits or withdrawals exceeding platform-defined thresholds.
- Regulatory compliance - As required by applicable laws or when responding to official requests.
- Account anomalies - Unusual login patterns, device changes, or location inconsistencies.
7.3 Verification Documents
To complete verification, you will be required to submit the following through Veriff's secure platform:

- Government-issued photo ID - Valid passport, national ID card only. Other forms of identification are not accepted.

- Live selfie verification - Veriff's AI-powered liveness detection ensures you are a real person, not a photo or video recording.
Additional Requirements (if applicable):
- Enhanced documentation for high-risk jurisdictions or large transaction volumes.
- Source of funds documentation for withdrawals exceeding $5,000 cumulative monthly total.
- Video verification for accounts exhibiting unusual activity patterns.
Processing Timeline:
- Standard verification: Completed within 6-24 hours.
- Complex cases requiring manual review: Up to 48 hours.
Your account functionality will remain limited until verification is successfully completed.
7.4 Geographic Risk-Based Controls
WOW Skins implements risk-based controls that vary by jurisdiction based on FATF guidelines, international sanctions lists, and our internal fraud analytics. Depending on your country of residence, you may be subject to:

7.5 Transaction Monitoring and Risk Assessment
We employ automated risk scoring systems that continuously evaluate user behavior across multiple dimensions:

- IP address and device fingerprint analysis
- Transaction velocity and volume patterns
- Withdrawal-to-deposit timing ratios

- Behavioral deviations from established user patterns
Risk Triggers:
- Rapid deposit-then-withdrawal cycles (potential layering)
- Transactions immediately following password or payment method changes
- Multiple accounts sharing payment details or device fingerprints

All medium and high-risk transactions are automatically routed to our compliance team for manual review before processing.
7.6 Sanctions Screening
We maintain real-time integration with the following sanctions databases:

- UN Security Council Consolidated Sanctions List

Screening is performed at:
- Account registration
- KYC verification submission

7.7 Prohibited Activities
The following activities will result in immediate account termination and reporting to relevant authorities:

- Terrorist financing or support for designated organizations
- Using the platform to facilitate illegal trade (narcotics, weapons, stolen goods, etc.)

- Creating multiple accounts to circumvent limits or verification requirements
- Using stolen payment methods or fraudulent identity documents
7.8 Suspicious Activity Indicators
We actively monitor for the following red flags and will investigate accounts exhibiting these behaviors:
High-Priority Indicators:
- Appearing on any sanctions list or adverse media reports
- Refusing to provide verification documents or submitting falsified documents
- Payment methods that do not match KYC identity (name, country, etc.)
- Listing items at prices grossly inconsistent with market value (e.g., 100%+ markup to facilitate value transfer)
- Rapid account-to-account fund movements with no legitimate trading activity
- Unusually high transaction volumes immediately after account creation
- Accessing the platform through multiple VPNs or anonymization services
- Repeated failed verification attempts or multiple accounts from the same identity
7.9 Enforcement Actions
Upon detection of suspicious activity or non-compliance, WOW Skins will take immediate action:
Immediate Measures:
- Account suspension - Temporary freeze on all account functions pending investigation.
- Balance freeze - Withdrawal capabilities disabled; funds held until resolution.
- Transaction blocking - Prevention of new deposits, trades, or listings.
- Item delisting - Removal of all active marketplace listings.
Permanent Measures:
- Account termination - Permanent closure with no possibility of reinstatement.
- Regulatory reporting - Submission of Suspicious Activity Reports (SARs) to FCA, FinCEN, or other relevant authorities.
- Law enforcement cooperation - Full disclosure of account data to investigating agencies upon lawful request.
- Cross-platform reporting - Sharing of fraud indicators with industry databases to protect the broader ecosystem.
Important: Under AML regulations, we are legally prohibited from informing you if your account is the subject of a SAR filing or ongoing investigation. Cooperation with these processes is mandatory and non-negotiable.
7.10 Record Retention
In accordance with AML/CFT regulations:
- KYC records and identity verification data: Retained for 7 years from account closure.
- Transaction records: Retained for 7 years from transaction date.
- Communication records (support tickets, emails): Retained for 5 years.
- Risk assessment and investigation records: Retained for 7 years.
These records are securely stored and may be disclosed to regulatory authorities or law enforcement upon lawful request.
7.11 Your Cooperation is Required
By using WOW Skins, you acknowledge and agree to:
- Provide truthful and accurate information during verification
- Promptly respond to requests for additional documentation
- Update your information if your circumstances change (address, name, payment methods)
- Accept that failure to cooperate may result in immediate account suspension and loss of access to funds
Section 8: Acceptable Use Policy
8.1 Permitted Use
You may only use our Services for:
- Trading CS2 Game Items as intended
- Accessing your account and transaction history
- Using our Services in accordance with these Terms
8.2 Prohibited Activities
You must not:
- Violate any applicable laws or regulations
- Engage in fraud or misrepresent identity
- Manipulate item prices or engage in market manipulation
- Use automated tools or bots (unless authorized)
- Interfere with other users' use of the Services
- Attempt to circumvent security measures
- Create multiple accounts
- Engage in money laundering or other financial crimes
- List items you do not own or control
- Manipulate prices to transfer balances between accounts
- Complete transactions outside the platform to avoid fees
- Refuse to complete agreed transactions
Section 9: Account Termination and Suspension
9.1 Right to Terminate
We may terminate or suspend your account access at any time without prior notice and without liability to you or any other party in the following circumstances:
- You violate these Terms or any other WOW Skins policies
- We believe you have engaged in fraud, negligence, or other improper conduct
- We reasonably consider termination or suspension necessary and/or appropriate in specific circumstances
9.2 Inactive Accounts
- If you have not accessed WOW Skins through your Steam account for 12 consecutive months, we may suspend your account access
- Within 6 months after suspension, you can request account restoration by logging in again with Steam authorization and contacting us
- If you have not accessed for 18 consecutive months and have not requested restoration, we may permanently terminate your account, which cannot be recovered
9.3 Consequences of Termination
After account termination:
- Your right to use the Services immediately terminates
- Incomplete transactions may be completed or canceled
- For termination due to violation, account balance may be forfeited
- We have no obligation to return or transfer any balance or items
9.4 User Termination Right
You may terminate this Agreement at any time by ceasing to use our Services.
Section 10: Indemnification
10.1 User Indemnification Obligation
To the maximum extent permitted by applicable law, you shall indemnify, defend, and hold harmless the Website owner and/or its subsidiaries, affiliates, directors, officers, employees, agents, successors, and permitted assigns from all claims, damages, losses, suits, actions, demands, proceedings, costs, and/or liabilities (including but not limited to reasonable attorneys' fees) brought against the Website owner by any third party arising from:
- Your breach of any warranty, representation, or obligation in these Terms
- Your violation of these Terms
- Your violation of applicable law
- Your infringement of third-party rights
10.2 Force Majeure
You may not bring any claim of any nature against the Website owner for our failure to perform any obligation under these Terms due to causes beyond our reasonable control (including but not limited to any strikes, lockouts, labor or material shortages, transportation delays, hacker attacks, economic instability, government actions, regulatory measures, riots, political or civil unrest, natural factors, state or government actions including imposed regulatory actions, or any other causes beyond our absolute and direct control).
Section 11: Limitation of Liability
11.1 Disclaimer
Our Services are provided "as is" without warranties of any kind. We disclaim all express or implied warranties, including but not limited to warranties of merchantability, fitness for a particular purpose, and non-infringement.
11.2 Limitation of Liability
To the maximum extent permitted by applicable law, you expressly agree that the Website owner and its affiliates shall not be liable to you for any damages or losses, including business, revenue, or profit losses, or data, equipment, or software losses or damages (direct, indirect, punitive, actual, consequential, incidental, special, exemplary, or otherwise), regardless of the theory upon which the claim is based, arising from:
- Use, inability to use, or availability or unavailability of the Website
- Any illegal or unauthorized use of the Website
- Products not suitable for your special or specific purpose
- Any failure of the Website or Services
- The Website being infected with any malicious code or viruses
If applicable law or the law of your country of residence does not allow all or any part of the above limitation of liability or warranty exclusions to apply to you, then these limitations, exclusions, and disclaimers will apply to you only to the maximum extent permitted by applicable law.
11.3 Maximum Liability
In any event, our total liability shall not exceed $100 or the amount you paid to us in the 6 months prior to the claim (whichever is greater).
11.4 User Responsibility
You understand and agree that it is your obligation to ensure compliance with any legislation related to your country of residence.
11.5 Platform Disclaimer
We are not responsible for:
- Availability of user-posted content
- Availability or functionality of Steam services
- Actions of third-party Payment Processors
- Quality, authenticity, or value of Game Items
- Transaction disputes between users
Section 12: Intellectual Property
12.1 WOW Skins Intellectual Property
The WOW Skins logo and any WOW Skins product or service names, logos, or slogans are trademarks of ours or our affiliates and may not be copied, imitated, or used, in whole or in part, without our prior written permission.
The look and feel of the Website, including all page headers, custom graphics, button icons, and scripts, constitute our service marks, trademarks, or trade dress and may not be copied, imitated, or used, in whole or in part, without our prior written permission.
12.2 Steam and Valve Corporation
Important Statement: Counter-Strike 2, all CS2 Game Items, and all related intellectual property, trademarks, copyrights, and content are exclusively owned by Valve Corporation. WOW Skins has no affiliation, endorsement, or sponsorship relationship with Valve Corporation or the Steam platform. We are an independent third-party marketplace platform facilitating user-to-user CS2 item trading. All CS2 items traded on our platform remain subject to Valve Corporation's terms of service and policies.
12.3 Copyright Infringement Notice
We respect the intellectual property of others and require our users to do the same. If you believe your work has been copied in a way that constitutes copyright infringement, please contact us at support@wowskins.market and provide the following information:
- A description of the copyrighted work you claim has been infringed
- A description of where the allegedly infringing material is located
- Your contact information
- A statement that you have a good faith belief that the use is not authorized
- A statement that the information in your notice is accurate
Section 13: Dispute Resolution
13.1 Governing Law
All matters relating to this Agreement, including its construction, validity, performance, and interpretation, shall be governed by and construed in accordance with the laws of England and Wales.
If the user resides within the European Union and specific consumer protection provisions of their home country are more favorable, those consumer protection provisions shall apply.
13.2 Dispute Negotiation
To resolve any dispute, controversy, or claim arising out of or relating to these Terms between the parties, the parties agree to first engage in good faith negotiations for at least sixty (60) days after receipt of written notice of such dispute or claim.
13.3 Arbitration
If negotiations fail to reasonably resolve the dispute, controversy, or claim of all parties within the above period, the parties hereby:
- Irrevocably and unconditionally agree to submit the relevant claims to the jurisdiction of the courts of England and Wales or to arbitration by the London Court of International Arbitration (LCIA)
- Agree not to bring any suit, action, or other proceeding based on these Terms in any court other than the courts of England and Wales
13.4 Class Action Waiver
You and WOW SKINS agree that each party may bring claims against the other only in an individual capacity and not as a plaintiff or class member in any purported class, collective, representative, multiple plaintiff, or similar proceeding ("Class Action"). Unless you and WOW SKINS otherwise agree, the arbitrator may not consolidate or join more than one person's or party's claims and may not otherwise preside over any form of a consolidated, representative, or class proceeding. Also, the arbitrator may award relief (including monetary, injunctive, and declaratory relief) only in favor of the individual party seeking relief and only to the extent necessary to provide relief necessitated by that party's individual claim(s).
13.5 Arbitration Exceptions
Notwithstanding the arbitration requirement, we have the right to:
- Bring an individual action against you in small claims court
- Seek enforcement action through applicable government agencies
- Seek injunctive or urgent relief related to your violation of this Agreement
- Bring suit to resolve intellectual property claims
13.6 Language
The language of the proceedings shall be English.
Section 14: Miscellaneous
14.1 Entire Agreement
This Agreement, together with our Privacy Policy and Refund Policy, constitutes the entire agreement between the parties. This Agreement governs the relationship between us and you and does not create any third-party beneficiary rights.
14.2 Severability
If any provision of this Agreement is found to be invalid or unenforceable, the remainder of this Agreement shall remain in effect, and the invalid or unenforceable provision shall not be considered part of this Agreement.
14.3 Assignment
We may assign this Agreement to any third party. You may not assign your rights without our written consent, and any assignment without prior written consent shall be void.
14.4 No Waiver
Our failure to enforce any provision of this Agreement does not constitute a waiver of our right to enforce such provision.
14.5 Notices and Communications
